Nevertheless, over the past decade, the<br \/>\nreforms undertaken have been far from structural and have proved<br \/>\ninsufficient regarding their effectiveness and, in many cases, their<br \/>\nimplementation. Equally, additional legislation that would boost and<br \/>\nenhance the already approved reforms is left for a better time. This<br \/>\nlegislative error \u2013 not exclusive of Mexican Congress \u2013 tends to<br \/>\naccumulate potentially beneficial policies in the legal swamp of good<br \/>\nintentions.<\/p>\n<p>At the prospect of a new six-year period, CIDAC has undertaken the task of<br \/>\nelaborating eleven proposals on specific topics that range from public<br \/>\nsecurity, energy, competition and regulation to higher education and<br \/>\nland.
